Winston Salem Homicide Update.

Brief Description of Incident

The Winston-Salem Police Department would like to announce that we have made an arrest in the murder of Sergeant Howard J. Plouff.

After an extensive investigation and conducting over 250 interviews, detectives with the Criminal Investigations Division arrested Keith Antione Carter on February 27th at 11:00 PM at the Public Safety Center. The defendant was charged with First Degree Murder and placed into the Forsyth County Detention Center with No Bond Allowed.

I want to commend the efforts of our detectives and also recognize the outstanding work by the initial responding officers to the scene of this crime. Upon arrival at 703 Jonestown Road on February 23rd, these officers performed in an exceptional manner to contain a very large area with hundreds of people. This was accomplished despite their fellow officer, Sergeant Howard Plouff, being mortally wounded.

This investigation has revealed that the event at the Red Rooster on February 23rd was attended by students from Winston-Salem State University. I would like to personally thank the Administration and Staff of Winston-Salem State University for their cooperation in this investigation.I would also like to thank the Forsyth County Sheriff’s Office, Alcohol, Tobacco & Firearms, the State Bureau of Investigation, Alcohol Law Enforcement, the N. C. Highway Patrol and the citizens of this community for their cooperation and assistance.

In order to protect the integrity of an active investigation, a photograph of the defendant cannot be released at this time.

As quoted by the chief 'to protect the integrity of the case, a photo would not be provided' then why is his picture posted on your website and where did you get it?

I would like to think that "thetroublemaker" would respect the wishes of the police department and not mess this case up especially since it's involving a fellow officer.

This photo was on WFMY 11 pm news also.

The statement was attached to the photo..I got it from the wspd. I did have his myface picture and did not post it. I hope the wspd doesnt screw it up by arresting the wrong guy...again....I have zero faith in capt david clayton.

Ben you have some balls on this one and are PURE WRONG.

When will it ever sink in that the upper supervision does not investigate crap all, except to fry their own officers over BS. They are PR men. The arrest was made after hard work by OFFICERS and DETECTIVES. I wish to God that everything that the WSPD did was not judged by people who can only see as far a Daryl Hunt. The crap happened eons ago. Get over it. Someone screwed up. He's rich and still a turd. Either way most of the involved parties in that case are either long retired or deceased. I would imagine that the WSPD would make damn sure they got the right guy that killed one of their own. It wouldn't make much sense to pin it on someone, knowing the killer was at large. Please stop judging damn good officers over bygone screw ups and poor administrative leadership. It is a pure insult to Sgt. Plouff's memory and all the good officers at the WSPD to even question the integrity of the case. If you want to help clean up the department and free our good officers, help get rid of our piss poor city council and upper brass!

This is a very sensitive subject to me as I have ties to the WSPD and was a close friend of Officer Amos who was gunned down in February of 1995. I would like to think that those who have doubts regarding this case would at least show a little respect for the Department. They, again, have lost one of their own. Please do not cast a shadow and bring down the hope that they have the right person. Yes, there is always a possibility but please remember that Capt. Clayton along with his people, other officers as well as the Officers that worked with Sgt. Plouff have busted their asses for the past week. The SBI, ATF and other agencies have worked very closely on this case since it happened. I'm afraid you'll be wrong on this one.

Wow!! A week after a Police Officer's death and the Troublemaker finally sees it as newsworthy.....I don't even think a crack pipe was involved!!! No wait....he needed this so he could take one more jab at the police dept for doing their job and at his arch enemy Captain David Clayton.

Never mind the fact that W.S.S.U. act like idiots all the time and this is on their shoulders. To quote a student "It's not one of us"...We'll it was...another W.S.S.U. Student killing people in the city that supports their school...what a joke...our future leaders???

Never mind that the african american memebers of the city council didn't have the guts to attend the funeral. And you have the nerve to mention Darryl Hunt...too bad they did convict him...he'd be dead by now with his lifestyle before jail

You ever thought that the W.S.P.D. Captain isn't intimidated by your B.S. like they are in Greensboro and doesn't snap too attention when you come calling.

There is no doubt this was a tragedy. There is no doubt there is horrible pain and loss. There is also no doubt that it was emotional.

I didnt write about this because it was well covered. I voiced my view and did it the wrong way. I look forward to seeing Winston look at the shootings that take place at the clubs and working them now before another person is killed.

I totally agree. Anyone in the know, knows that Clayton is nothing more than a figurehead. If he's not eating at Omega he is looking for someone to hang, so that he can continue to climb that ladder in the Chief's inner circle. But the work done was done by good hard working dedicated Officers. And trust me when I say that the memory of J.I. Daulton and his sacrifice made to cover for a few, hangs in their minds day in and day out, with every order they follow. They not only have to deal with the emotional aspects of Loosing a Brother and wanting to find his killer, they also know that one mistake can cost them their jobs, lives, futures. They not only have to face the disapproving Public they have no support from this Administration, who is constantly looking to appease the City Council. The City Council that is still hiding the TRUTH from it's Citizens on how bad Crime truely is in WS. The same Council and Leaders who denied the Gang Problem in WS for years and still to this day denies the extent of the problem. The same Council and Leaders who have yet addressed the fact that the enviornment that THEY have fostered has created the situation where Students carry guns to a party. Where children carry guns in the "hood" to feel safe. Where NO-ONE values Human Life. Much less dedication and loyality.

I am very dissapointed by some of the comments that I have read. I am a WSSU student and do not believe that we are not idoits or a joke. Many label are school because of past students involvements outside of campus. Whatever happened to our right of innocent until proven guilty? The Hunt case should be a testimony that Carter should be labeled innocent until proven guilty. I am a senior as WSSU and have seen and witnessed many things during my years. Sometimes I have become fustrated because our school is labeled as troublemakers. When in acutality most of our problems involve "locals" disrupting our peace. Also you say that African Americans did not have the guts to attend, well did you? Why does everything have to be about race? Did you know that our school held a memorial for the officer and his family. Also when you say that it is a joke that we should have future leaders, did you know that the police chief is a graduated from WSSU. Do you have any facts about the accomplishments our school has made. Everytime something labeled "Bad" happens thats the only time you see WSSU plastered over the news, never do you hear any good things because its not considered news.

I have one thing and one thin only to say...If anyone feels they can do a better job on this case or if anyone has any information on this case step-up and speak. All I'm hearing is "Darrel Hunt" and what about that...Well I'll say this.."PAST" the man is paid now and living it up due to the WSPD stupidity...Do you really think they would make another mistake like that again? People come on, how does that sound...We come on here to talk down about the hard work of Officers...But lets talk about this "NO SNITCH" thing going on, that makes the WSP Officers job just that much harder...It's not that they don't listen, we don't talk....Now who's fault is that? It's not the Polices fault that the wrong man may get locked up, due to lack of evidence or the wrong evidence...We too have a big part to play in this...I am so SICK of hearing about a RACE thing, people get over it. It's 2008 have we not learned anything..I feel like people use this race thing as an excuse..to get over or get by..Grow up!!!!!!!! if you do not like the way the Police Department is ran..Then We as citizens need to do something about it, because pointing fingers is not getting us anywhere, nor is it getting the job done, if you look at it while we point our fingers the other three fingers point dead at us....I'll say this last thing...To Officer Plouff may you rest in peace and thank you for all you hard work...To the family of the young man behind this unfortunate Mess...My heart goes out to you and your loved ones, I prayed this wasn't true..I still pray for the day that someone will come forward with new information that will clear his name...I do know that this is not who he is or who he was...Instead he was a young Black Man trying hard to beat the odds and the statistics of that everyday fight trying to be a successful Black Man in the White Man world...So please people lets be respectful to both FAMILIES in very hurtful and painful situation...Lets also be respectful to the WSPD...To everyone else get a life....
