Margaret Banks recently made a public records request.
"A memo or document, dated Jan. 10, 2006, written to Tom Fox by Scott Sanders. The subject matter of the memo/document has been described to me thusly: Summary of investigation of Shawn Coward alleging a sexual assault by an unknown Greensboro police officer (or words to that effect).
However, I have not seen the wording and therefore cannot describe it in exact detail. Therefore, I would request any and all memos dated Jan. 10, 2006, that pertain to Shawn Coward, generated by any employee of the City of Greensboro."
She was later told that the information was not public record. We like Margaret Banks here at the Troublemaker and truly enjoy making Tim and Tater look follish. There is nothing that would keep the requested memo from being released and the city is acting illegally by saying it is not public record. In the spirit of transparency, a copy of the requested document is below.

It sounds like a summery of events that occurred a year earlier, but for what purpose? Hadn't this event already been reported and documented closer to the date the event and subsequent investigation took place, or was there a year lapse befrore any one thought this event to be significant! Beau

As a retired detective for the police department. I just realized something that is very interesting and unusual as it relate to conducting police investigations. I could be wrong and way off of the mark, but how " what type of investigator get a serious complaint against a police officer in January of 2005 and does not prepare a written document about it until 1 year after on January 10 2006 exactly 1 year and 1 day after David Wray resign. Maybe he was busy or does something smell funny about that? I just want the truth!
So what happened to the investigation of the Officers in question that allegedly assaulted ?? I think the focus was put on the wrong thing here. Sounds like trying to direct the attention to the Black Book instead of the actual crime that occurred. Since it seems the norm to prove guilt instead of innocence, Mitch should be locked out and treated the same as Wray regarding the Black Book scandal.
IF…the Black book was merely used for a criminal line-up book, why are all those pictured in it quietly being paid off??
IF…Hinson and all his buddies who signed onto the law suit against the PD et al are not in the book, then how the hell can they cry foul about the book and use it as a tool to strong-arm money out of the city (taxpayers)?
OK, I'm calling bull crap on this memo for three reasons. It reads like it was typed from Randy Brady's own hand.
1- It doesn't read like anything Scooter would have written, he's a much better writer than that....
2- I, too, think it's weird that it's a year from the beginning of the investigation.
and
3- His freakin' name is spelled WRONG on the memo. It's Sanders with an "s" not Sander;
somebody's monkeyed with this one, even the least bright of those among us would catch spelling our own name incorrectly........
Well Scooter wrote the first memo on July 8, 2005. Here is what I think happened… Wray knew Hinson was bad news for awhile and had shady stuff going on. I think he also knew that most of the previous investigations were pretty much pushed under the rug. Wray wanted to do the right thing but I think Mitch got promoted and had it out for Wray because they were having sexual intercourse with the same woman. So Mitch heard Wray tell him about a few things and made nothing of it. But then when Hinson started whining about being targeted, Mitch knew he had a ace of spades in his hand and needed to use it against Wray. Well when Mitch asked Wray about this so called black book that contained all black officers, Wray knew there was no black book with all black officers in it. Then the rumors started boiling. Well Wray knew there was a line up book that had 19 officers in it but instructed Brady to find out for sure if there was any more books. Well Brady found out Scooter had the book and asked Scooter to write a memo about it on July 8, 2005. Well Scooter wrote that memo and sent it up. Well there is still no black book that has all black officers in it. Well Mitch kept on and kept on until he used his powers to push Wray out of office (just what he wanted). Then he had no choice but to back Hinson and the others so that is why he cleared him of all wrong doing. Well now Mitch is controlling the PD and making sure he runs things and not anyone else. Well this other memo was probably produced by someone because Mitch destroyed the original memo that was from Sanders. As far as not being able to find any report done about the sexual assault, Sanders was smart enough not to enter everything into the system or there was no reason to make a report until they had enough evidence against the person before putting it into the system, due to the fact that a lot of people would find out about it. Yes they could have flagged the report to where only select few could pull it but then you still have the select few that would leak it out. Why put the girl in danger by letting it leak out before any real evidence is gathered? DUH!! Ben, Bledsoe, Hammer (even though you treated me like shit just cause I work for the city) and anyone else that keeps digging at Mitch to get the truth out; I support you and however you want to get it out there to the public. Keep up the good work.

Not saying this thing is fake... but what if it is? I'd like to know why it's on city letterhead as opposed to GPD stationery. I'd like to know why Sanders changed his name into a singular. And where is ZIP code 27402 anyway, referenced on the bottom of the first page? And why is there a ZIP code on the bottom of the page?
Where'd you get this thing anyway, pal?

The "S" not found on Sanders at the signature part of the page is odd. However, the letter was written at a time when Sanders was being fried daily. Coulda' been stress or a mistake. I am 100% certain Sanders wrote it and have reasons to have that strong of a belief. However, feel free to write a two part series about it. You could go quote peoples opinion about it. Maybe even go interview E.H. Hennis?

Most of the police reports I've seen an officer would refer to himself as "This officer." As in "On such and such date this officer met so and so and talked about blah, blah, blah. This officer informed so and so blah, blah, blah. This officer left at such and such time."
I've never seen an officer call himself by his own last name in his own report. But maybe I have limited experience in how things are done in Greensboro.
On another note, if he dictated his report, the transcriptionist may have mis-typed (misspelled) his name at the bottom of the report and he just went with it rather than have the transcriptionist do it again.
