Amazing that this person felt she was being discriminated against when she was stealing everything she could put her hands on: GREENSBORO, NC – (August 1, 2008) – At approximately 7:30 am today, Greensboro Police Detectives arrested Delores Ann Scott, an employee of the City of Greensboro Parks and Recreation Department. Scott was charged with one count of embezzlement and one count of obtaining property by false pretense.

Bonnie is retiring... She should have never gotten the Job. Just like Mitch Johnson, she did not have the educational background for the job she was rewarded for by being a loyal minion.

At least, now the Parks & Rec Department has the opportunity to hire someone with the proper degree. Or will they continue to reward their cronies.

Ms. Scott hasn't given any indication that she intends to file a lawsuit against the City. I understand that she was charged with a misdemeanor and made full restitution. She did file an EEOC complaint in 2007 with complaints of long-term discrimination in the department.

Its amazing that City employees have to go beyond the City Manager to try to get thier problems solved. Says everything really. What if all employees bogged Council down with their problems?

How is the city covering things up when personnel issues are confidential under NC law, but apparently these employees want to advertise. Gee, I wonder who "anonymous" is that continues to defend this letter? It's easy to make accusations when the city cannot defend itself in order to protect these same people's privacy. Isn't it ironic that this issue arises at the same time the police dept issues have. Seems like a feeding frenzy. I can have all the degrees in the world but it still may not make me the best candidate for a job. No one really wins when issues are addressed this way.

bobby coltrane is a racist and is very open about how he feels about african american city employees.He also has city owned equipment at his home but fires other employees for borrowing equipment.Everybody know tony royal hs been stealing john deere mowers for 15 years but the good ol boy racist system wont do anything about it!!Dick fauctee allows parks and rec employees to ride around outside the city limits instead of working.I would of been shit canned if i didnt transfer out of that racist department.Maybe someone ought to shine a light on this matter.........

The systemic institutional racism that exists in the Police and Parks and Recreation Departments demonstrates a call to the US Department of Justice for a full blown investigation, perhaps in the newly elected Obama administration this will happen.

Parks and Rec is a department who provides excellent service for our young children, youth, seniors and all citizens under the expertise leadership of Bonnie and her staff (check their education and experience before speaking negative). Do you really want to bash them for all they do for us? We have great parks and recreational opportunities because of them.

The EEOC complaints are simply about employee rights. They are not so much about the good things the employees provide to the citizens. However, the citizens stand to benefit from having the best employees in the highest positions. That has not always occurred.

The strange thing about this suit is all of these people are African American women except one white male. Several of these women have advanced as far as possible because of their limited qualifications and abilities. Why would you sign on to this if you have limited abilities, qualifications and very little job knowledge?

A full internal examination of the credentials and process for hiring each of the upper management positions within the Parks and Recreation Department is called for. If there is nothing shaky about the manner in which these individuals (and their predecessors) came by their positions, then there should be no issue with conducting such an examination.

The least qualified of these individuals have not even been allowed to apply for the lowest level positions. Positions have been handed to people at all levels, not just the upper management jobs based on race and gender.

Strange...how the main thing folks jump on is the Scott case in P&R. The real deal here is EVERYONE in P&R not just black people were denied the OPPORTUNITY to apply for certain jobs. EVERYONE should be mad as ...about that.

No one in Parks & Rec has earned their positions?? I find that hard to believe. Could all this just be sour grapes? It's hard to put credence to the claims when one of the complainers was stealing - regardless of whether restitution was made or not.

No current or past upper level manager working for Bonnie Kuester ever applied for their position since 1992. As the letter states, dozens of positions, low and high, have been handed out. Almost all to white employees who could then expect an average salary $30,000 higher than average.

This is hard to believe but regardless of how "wonderful" the world in P&R seems...it is true. The competetive process has been missing especially for positions in upper management and some middle management. Everyone in P&R KNOWS that positions are pinpointed for particualr individuals based on more the credentials.

This seems fairly simple ... if the claims are justified that "no current or past upper level manager working for Bonnie Kuester has applied for their position", then this theory should be easy to prove. The Human Resources Department should be able to conduct a study to this effect that would not reveal any confidential personnel records and advise the City and Council on exactly what's happened in the Parks and Recreation Department.

Another interesting thought to put out there ... is the pay structure within this department conducive to retaining dedicated, qualified professionals who have served for years?

Look, the City knows exactly what occurred in that department. Thats why no one outside the City knows about it. Why hasn't Mitch, HR, or Legal, stood behind Bonnie and said nothing has happened?

What about a special study done of the P&R Dept. in 2007? That confirmed long standing problems.
This is not new. Call for the study to be public.

Based on the Rhino article it would appear that Council and Manager have a "I won't say anything if You don't" agreement. Both have motive to do so. Council members would rather not pay out a settlement on thier watch and Mitch doesn't want to take any responsibilities for discriminatory promotions that occurred on his watch. As for Terry Woods stating that he doesn't know anything about the EEOC charges it would appear that he is either not being truthful or that, in fact, the charges have been hidden from him. If that is the case, Mitch's wreckless behavior should promp him to retire. If he is not being truthful, well......
What ever the case may be it appears Council and Manager have some explaining to do.

It is very hard to believe that Terry Wood was not briefed on every pending and current EEOC case when he took the job in legal. It is also difficult to believe that the Council members were not more familiar than they eluded in the Rhino. Come on folks.

I agree completely. What that spells is a systemic effort to hide this case from view while the eeoc looks at it no matter the damage to all involved. Damages that have occurred to many for the personal gain of few.

From what's coming out, this situation seems like too many that have occurred in the City in recent years. Mitch, Terry Wood, and HR have known about this situation for a long time undoubtedly. There should have to be some sort of internal approval process for a division-level manager position to be filled that goes higher than the department director. If there is such a process, then all appear to be guilty of wrong-doing and should be ashamed to work for the City.

This City Council does not have the vote or the guts to do anything to turn Greensboro back to the path of right.
Elect a new Council in November if you can.
