Bathed in the Blood of the Scam: Hinson Takes Center Stage/ Part 3

In 2007, The Rhino Times reported that James Hinson failed to notify his chain of command when he opened his group home on Glenside Drive.  That prompted an investigation  and James Hinson went unpunished.  He was allowed to continue to run his group home for girls. 

Let's just stop here for a minute or two.  Getting a license for one of these group homes is a pretty big deal that includes a lot of paper work and a rather lengthy application process.  (I would like to mention that the state follows the law when I ask for public information.  The city seems to be run by dick heads.)

James had to do a bunch of stuff in order to get his chubby paws on the cash that group homes can bring.  For example, almost a year before being caught for not going through his chain of command, James had already created letterhead for his Center of Progressive Strides and had named himself the director.  He began drumming up support letters from the Guilford Center in September of 2006.  He received a letter from the city planning department in September of 2006 as well. 

I wonder why James never bothered to tell his chain of command anything?  Obviously he was doing more than just thinking about starting a group home.  He was mailing letters and paying fees and getting zoning to approve him as well as the state.  However, he never, not ever, went to his chain of command and told them anything.  He didn't just take a job that was offered to him and start quickly and forgot to tell his bosses.  No, that didn't happen.  James began a lengthy process that required lots of paper work and approval. 

James began his initial application in November 2006 and after jumping through several hoops he was licensed on February 6, 2007.  He began this process in September of 2006 and was caught in July of 2007.  He operated with a license for five months before his boss found out he was operating a group home. His boss found out about it through the Rhino Times.

Chief Miller and the city council were just informed last week that Hinson has opened at least one more group home.  Once again, the media (not Hinson) informed the police department about a group home operated by James Hinson.  However, this time we have lots of documents to help paint the entire picture about James Hinson and Kevin Chandler and their group homes.  Before, we just knew they had opened one for girls and that was about it.  Now, we have their inspections and their finances.  The more information the clearer the picture. 

For example, this year is 44 days old.  Hinson and Chandler have been able to generate $69,270.00 so far.  Granted, they have to pay their staff and their rent so its easy to understand all of that money is not just going straight into their pockets.  However, its barely been six weeks and we already can see they have received $69,2700.  That is more than $10,000 per week.  $1,000 per day.  (thank you for correcting my math TSS.  Math and spelling is hard )

I heard that he mya net around 70K for a single home dont know about Chandler...so on top of his police pay your looking at a gross of 150K per yr. Also heard that he is constantly on the phone with staff concerning problems at the home. Question, how much of that phone time is on city time and how often does he go to the home on city time??? Ken does your stella employee want to be a police officer, a group home manager or lawsuit plaintiff...your call!!!

This is sickening and I honestly believe that he is lining the pockets of a few to look the other way. So sad that people are willing to sacrifice so much for a dollar. I do believe that one day, someone with an ounce of integrity is going to come in and say money be damned, his integrity and morals are nil and This man must go!

Has anybody pointed out that at the time the state mental health dept. was considering and approving Hinson's license request, the Rhino Times was exposing his sordid past in the Cops in Black & White series? The state had to be aware of it. It was the biggest news story in town at the time. And the SBI was then busy investigating decent and honest GPD officers on Hinson's false claims of racism. If the SBI had any real interest in justice it should have been investigating the mental health department for putting Hinson, with his long history of involvement with prostitutes and drug dealers, in charge of troubled teen-aged girls.

Don't forget that before Hinson set up this operation to hornswoggle hundreds of thousands of taxpayer dollars from the state, he started a "halfway house" for prostitutes that appeared to be intended as a free whorehouse for the Black Mafia. He was to preside over that too. It didn't last. No profit in free.

How is managing a half-way house for troubled teens not a conflict with GPD policy. Didn't Hinson and Chandler have to perform backgound checks on their employees...where and how do you think those checks were made? My guess, through the police department. Also with their police ties (Hinson and Chandler) do you not think they would have access to a troubled youth needing a home through GPD's Youth Services Division or the Juvenile Court System? Do you think they solicit that information? GPD has a policy of not hiring former policer officers to do police work who have obtained a Private Investigators License and that reason is...Conflict!!!
