Off Duty

A few months ago, when I decided to start up Greensboro's most exciting blog again, I asked Ken Miller about James Hinson and his off duty work.  You can read it below.

I hope this email finds you healthy and happy! I have a public records request. I bet you can answer it for me in a relatively quick manner without violating public information laws. I will spell it out so it's easy to follow along. My inquiry will be located below this text and separated (divided) into different parts. The fist part will be labeled A (I do that because it's the first letter in the alphabet) and the second will be labeled B (B is after A). So, below this text will be two sections: A and B. The A section will include background information. Now, I know you don't like dealing with the past (Oh I gotta ask you one thing! Did you know Greensboro had Asian Massage Parlors open that possibly dealt in human trafficking when the Nov 3 1979 Greensboro Massacre took place? I find that fascinating!) The B section will ask specific questions about things that happened during your tenure as a white Greensboro Chief of Police. Ready?

A. James Hinson was promoted to Captain almost a year ago and around that same time GPD Captains become suddenly eligible for off duty work.

B. When was James promoted to Captain? Captains became eligible for off duty work on what date?

 
Now, when I wrote that email I was investigating complaints from police officers about the off duty directives being changed for Captains. The changes were allegedly made so Hinson wouldn't lose any off duty work when he was promoted to Captain.  For whatever reason, my sources believed Hinson was allowed to work under "new directives" that were not made official until 1/30/2012.
I was told that when Hinson became a Captain he was working more off duty jobs than the directive allowed and the Chief of Police knew it.  I asked for information about this  on 1/27/2012.  I did get a response from the city but it didn't answer my question.  What they gave me was the newest directives that were revised on 1/30/2012.  I guess I just happened to ask for them three days before the chief was going to change them.  How ironic!
In the new directives that were created  on 1/30/12,  Captains are allowed to work types II and III employment, as a supervisor or coordinator.  Type IV employment is also permitted.  If a non-supervisory position remains unfilled 48 hours prior to the event Captains may be permitted to engage in employment with prior permission of the Chief of Police or his designee.
Today I got a response to a public record request I made months ago and my question has been answered.  The directives were changed to allow Captains to work more off duty jobs.
Since January 1, 1997 until January 30, 2012,  Captains in the GPD were only allowed to work type III events in a supervisory role only. as deemed necessary by the Field Operations Bureau Commander.
I am trying to find out if James Hinson worked any off duty jobs besides type III from the time he was promoted to Captain until the directives changed.  I am thinking that he followed the new directives before they were officially changed.  I am also thinking that pissed off more than a handful of GPD's finest. 
The shady facts are: 1. The directives were changed three days after I asked for them.
                                 2.  The city took a few months to shoot me a copy of the old directives.

You need to distinguished between the types of employement...what is a type I compaired to a type IV. The average citizen has no idea what your talking about...police and fire know the differences and if this is your target reader fine...but expect no results...nobody in those departments gives a damn about you complaining about types of off duty work but the citizens might if you explain the types.
Why not look into the newly promoted assistant chief and ask if he's still doing Type IV empolyment with NCDOT, he's been doing it since he was a Sgt. One year he made more than the Chief...and until a couple of years ago all money earned went to retirement.

Yeah, I guess thats why so many of them have been screaming about this since he became Captain. Thanks for commenting

More people are not screaming because very few view/show up to City Council meetings and the majority of the people that your blog impacts either don't have internet/don't know your site exits. I would not tell you to move on, but to instead, keep moving. You are a man who wants change. ~ Traveling 95 South

I don't understand why you cant get the off-duty work that the officers have performed. If the Rhino can get the salaries off all the employees each year, wouldn't the off-duty work fall under that category????

Mr. Holder,
I would like to request that you obtain and publish your employee records for the period of time you worked for the City of Greensboro. Transparency needs to begin with you.

I would also suggest that if you really believe the City is violating the laws concerning the release of personnel information that you hire a lawyer and sue. But then a lawyer would want to be sure that there was an actual case - right?

Proof Mr. Holder, evidence and not innuendo are what matter - but then if your blog was held to the same standards as legal evidence there wouldn't be much point to is - would there?

I don't know who the police officers are who seem to be feeding you information but they should either put-up or shut-up. They are supposed to be trained and qualified in the detection and exposure of crime - evidence - proof - but it seems they are just not up to the job are they?

Put-up or shut-up.
